COLVEND  COMMUNITY  COUNCIL  MEETING  MINUTES

 

COLVEND PUBLIC HALL   7PM  THURSDAY OCTOBER 11TH 2012

 


Ian Bennet as Returning Officer opened the first meeting of the newly elected Colvend Community Council.  He presented agenda guidelines and conduct guidelines for community councillors

 

PRESENT: Julian Stanning, Sue Gourlay, Deirdre Harding, Donald Milligan, Ian Bennet,  Neil Goldie,  Police Officer  David Steel,  Councillors Ian Blake and Rob Davidson

Members of public:  Stuart King, Simon Pain,

OFFICE BEARERS ELECTED:

John Withers as Chairman and Peter Julian Stanning as Vice Chairman were proposed and seconded respectively by Sue Gourlay and Deirdre Harding

Donald Milligan as Treasurer and Sue Gourlay as Administrative Secretary  proposed and seconded by Julian Stanning and Deirdre Harding

MINUTES OF LAST MEETING: Passed and seconded by Sue Gourlay and Deidre Harding

 

MATTERS ARISING FROM LAST MINUTES:

Horse Access gate now in place for Sandyhills Bay, key controlled

Jubilee Bench replaced at Rockcliffe road corner/A710.  ?new plaque coming to mark both Jubilees (Gold and Diamond)

A710 near Clonyard. Overhanging  tree branch has been removed.

POLICE REPORT:   15 reports –no crimes.  Regarding the recent Kippford burglaries, people have been charged and some recovery of property has occurred.

TREASURER’S REPORT:

Donald Milligan discussed recent costs

Bench replacement and installation £26.88.    ‘Diamond Jubilee Party in the Field’  £206.32

Account Balances   Amenities Account £1573.39               Current Account               £23.66

Deposit Account                £537.42                                                     Total Amount  £2134.47

Stuart King as member of public asked what interest rate is being paid by E-on / D& G Council into our fund for Robin Rigg compensation. Main contact for this new council is Julian Stanning (transferred from Stuart King).  Simon Pain suggested that this subject stays on the agenda as a key item until results are known.

 

PLANNING  APPLICATION:    September   Fairgirth Farm –reapplication.

 

CORRESPONDENCE:

Derek Hextall, Project Officer sent  programme for ’Day of the Region’  5-7th October

Susan Ewart, Inshore Policy Officer for Marine Scotland notifying of further meeting to discuss options of cockle fishing in Solway Firth –Meeting in Easterbrook Hall 18th Oct  7pm

Tree shaped Community Notice Boards reviewed.  Not required but interesting!

Placing of Memorial Benches requests.  One by Colvend Church not possible (private land). One is placed near school area and one will replace  a D&G Council old bench on Rockcliffe Waterfront.

Colvend School Monthly Newsletter received. Mrs Kay Bryden is acting head teacher for an academic year while Mrs Elizabeth Gair is on secondment.

Education Conference –Planning and Active Citizenship –‘Engaging young people in local decision making’.   Meeting  October 25th in Edinburgh

Letter sent to Bill Coombs as a thank you for his attendance at last meeting

 

AOCB:

Proposal for Simon Pain to be co-opted as a member of the Community Council at next month’s meeting

Thanks given to Stuart King for taking the minutes of the last meeting

Stuart King attended today’s meeting to specifically say how much he has enjoyed being on the Community Council. Thanks especially to Sue Gourlay for her work on the Community  Council  getting D&G Council speakers.  Stuart will be happy to work with Colvend Community Council as website administrator.  www.colvendcommunity.co.uk

Upcoming Kippford Fireworks   Insurance £150 cost will be met by Colvend Community Council. License application £83 will be met by others.

Possibly start to officially recognise local people who have significantly contributed in some way to the local community.

Eric Brown and Carolyn Hornblow will start to do job share of Minute Secretary
